Government Affairs & Professional Practice Committee

MISSION

Serve as both a catalyst and facilitator in promoting civil engineering professional concerns related to local or national government affairs.

 

Investigate, study, and make recommendations concerning Standards of Practice affecting a combination of professional ethics, legislation and interagency coordination in which the civil engineer has a particular interest.
 

STRUCTURE

In areas of government affairs the committee consists of public, private and institutional sector representation encompassing, but not limited to, design consultants, municipal and state agencies, contractors and colleges/universities.

 

In areas of professional practice the committee chairperson is the president-elect; members consist of a senior vice president and a vice president.  Although all committee members will work on committee matters together, each person will also have the following specific responsibilities:

 

President-Elect:  Professional Ethics

 

Address any matters affecting standards of practice in which the civil engineer has particular interest.

 

Senior Vice President:  Legislation

 

Address any legislative matters affecting the profession and the Section via Government Affairs Committee.

 

Vice President:  Inter-agency

 

Establish and maintain liaison with appropriate national committees, citizen groups and other professional or industrial organizations in conjunction with current Key Contact responsibilities within the Section.
 

MEETINGS

In areas of Government Affairs meetings are held on a monthly basis to discuss and review impacts pertaining to pertinent, recent government actions.  The Committee reports to the Board of Government.

 

In areas of Professional Practice the committee will convene at either the discretion of the president-elect or upon request of either of its members whenever an inter-relationship between professional ethics and/or legislation and/or inter-agency becomes evident.
 

CHARGE

Government Affairs issues evolve either from the Board of Government or within the general membership.

 

     * Advocate for the successful passage of Quality Infrastructure Legislation (also known as Quality Based Selection, QBS).
    * Become better informed about the various infrastructure funding programs that could be more effectively expedited to local government.
    * Continually monitor Professional Engineering Registration Boards and their composition.
    * Stimulate interest and personal involvement by BSCES members in government-related legislative actions which affect the civil engineering profession.

 

 

In areas of Professional Practice the committee provides recommendations to the Board of Government for action relative to matters within its charge.  The committee may also sponsor Section meetings addressing such matters. and may prepare professional practice newsletter articles.
 

FINANCIAL

This committee neither receives nor disburses funds.  Any expenses incurred by this committee would require prior approval by the Board of Government.
