At the 175th BSCES Annual Awards Dinner on June 27, 2024, the BSCES Board of Government was pleased to present the Society's highest award, BSCES Honorary Membership, to Dr. Luciana Burdi, who is director of capital programs and environmental affairs at Massachusetts Port Authority and William H. Hover, PE, who is retired from GZA GeoEnvironmental, Inc.. Brief biographies of these two exceptional individuals and why they were selected to receive this honor are presented below.
Dr. Luciana Burdi, Director of Capital Programs, Massachusetts Port Authority
Dr. Burdi was selected to receive a BSCES Honorary Membership for her esteemed career providing leadership and promoting innovation in execution of the Capital Investment Program for Massport facilities and serving as an adjunct professor over the past 14 years at Worcester Polytechnic Institute.
As Director, Dr. Burdi is responsible for the development, administration and execution of the Capital Investment Program for all Massport facilities which includes Logan International Airport, Worcester Regional Airport, Hanscom Fields, the Conley Container Terminal, Flynn Cruiseport Terminal, and other real estate. She leads the Authority’s environmental permitting and management, safety program, utilities management and the in-house design and design technologies integration teams. In her role, she is leading the shift of the Capital Programs towards a more innovative, progressive, Data and Design Technology-driven department. By adopting Lean, Scrum and Lean Construction principles, she is also very committed to creating a culture of continuous improvement focusing on delivering “best-in-class" infrastructure projects for Massport customers. Her commitment to sustainability, diversity and talent development provides a wide range of opportunities for staff and for improving quality outcomes. Prior to joining Massport, she held several positions at the Division of Capital Asset Management and Maintenance (DCAMM) for the Commonwealth of Massachusetts.
William H. Hover, PE, Retired, GZA GeoEnvironmental, Inc.
William Hover receives a BSCES Honorary Membership for his esteemed career providing admirable contributions to dam design, dam safety, and professional mentorship of a generation of dam engineers at GZA GeoEnvironmental, Inc., where he served for over four decades. He is widely attributed within the company to be a key element in the success of the firm and many of its professionals.
Bill’s roles at GZA included staff engineer, project manager, senior principal, district office manager, board of directors, and director of risk management. His ability to execute technically coupled with his understanding of how to be an engineering consultant made Bill an easy choice for many of GZA’s most difficult corporate appointments and assignments. Today, GZA has a dam practice group that has over 75 practitioners who can directly tie their career growth back to Bill. His passion supported a long and successful career for him while providing a foundation for the next generation. Bill graduated from Northeastern University in 1977 with a Bachelor of Science in Civil Engineering and received his Master's Degree in Civil Engineering from the University of Connecticut in 1979. He has been a Professional Engineer in five states and an active member of the American Society of Civil Engineers, Boston Society of Civil Engineers, Association of State Dam Safety Officials, and United States Society on Dams.
