Supervision
Works under the general direction of the Director of Public Works.

Job Environment
Work is generally performed under typical office conditions; occasionally required to work outdoors with exposure to variable weather conditions, hazards associated with construction sites, such as proximity to moving mechanical parts and heavy equipment, fumes or airborne particles, and heavy roadway traffic. Employee is required to work outside normal business hours and/or at night an average of once per week.

The employee operates computers; operates an automobile; may operate surveying equipment.

Essential Functions
The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  • Reviews and comments on private and public construction projects during the design phase and construction inspection, including subdivision developments; manages overall design and administration of all municipal engineering related capital infrastructure projects; responsible for the preparation of plans and working drawings and assists in overseeing construction, inspection and quality assurance of engineering elements of town projects; prepares construction cost estimates to bring road and utilities to town- specified standards; reviews proposals for impact on the community, including construction requirements, transportation, public safety and municipal service delivery.
  • Assists in determining the funding and planning requirements of municipal capital infrastructure projects: including design of improvements to sanitary sewer systems; stormwater management systems; roadways; and works with citizen task force.
  • Manages municipal construction projects for infrastructure rehabilitation, including removal of underground petroleum product storage tanks, storm drain and sanitary sewer extensions, athletic fields and buildings and grounds.
  • Provides technical support to the Town Council, Traffic Committee and other town agencies, as needed; prepares applications for, and documentation of, engineering related capital projects; attends various town board meetings and public hearings conducted on construction projects, easement acquisitions and other capital projects.
  • Responds to inquiries and complaints with appropriate professional courtesy, information, research and/or referral. Supervises the engineering personnel; assigns tasks and project priorities to staff; conducts personnel evaluations, approves division payroll, and recommends personnel actions; prepares and administers divisional budget.

MINIMUM REQUIREMENTS:

Experience
Bachelor of Science Degree in Civil Engineering; 10 years of full-time planning and civil engineering, design, construction and supervisory experience on a variety of engineering projects, especially those involving public works construction; or an approved equivalent combination of education and experience.

Special Requirements
Registration as a Professional Engineer in Massachusetts or Engineer-in-Training Certification, requiring documentation of Registration as a Professional Engineer within one year of employment. Registration as a Professional Land Surveyor in Massachusetts is desirable.

Knowledge, Ability and Skill
Extensive knowledge of the application of civil engineering skills to public works projects; thorough knowledge of local, state, and federal laws and regulations governing municipal infrastructure and relating to public works functions; thorough knowledge of public bidding laws as they relate to public works and construction projects.

This position is a member of the United Steelworkers’ union and has a full benefit package in accordance with the collective bargaining agreement. The position is exempt and is classified at Grade 13 in the Classification Schedule with the FY21 salary range of: $ $75,490.48 to $99,050.12.
